In the GA, SA, R-5 and R-6 zones your home is allowed just like a block-built home. You do not need a public hearing.

Every lot has a zone. The zone says what you can build. This is what Whitfield County's code says:

In R-5 and R-6, if the lot uses septic, the health department decides the minimum size. If it has sewer, the minimum is 7,500 sq ft. The R-7 zone also allows manufactured homes, but it needs sewer. Confirm it with the county.
Every manufactured home in Whitfield needs:
County rules only apply in the unincorporated area of Whitfield. If the land is inside the limits of a city, that city has its own rules and its own planning department.
What to do: before anything, find out if the land is inside a city or in the unincorporated area. If it is inside a city, call THAT city's planning office, not the county's.
In Whitfield, used homes are allowed if they have a HUD code (built after 1976). Before the permit, the county inspects the used home to check its condition. New homes do not need this inspection. Homes from before 1976 are not allowed.
If the lot already has a manufactured home and the zone no longer allows them, you may be able to swap it for another manufactured home with the same number of bedrooms or fewer. Ask the county before you buy. Do not buy without confirming.
